Red Around Upper And Lower Lips

I have a red ring around the outer part of my upper and lower lips. At first I thought that my lips were getting chapped but it has been there for a few months now and it's not dry like it's chapped. It looks like I tried to use a lip liner, anyone have any ideas what this might be and what I can use to try to get rid of it?

My lips look like I have on red lipstick. It does add some color to my pale face. Mine also crack open. I looked closely and I have noticed many telangectasia. I also have Sjogren's which causes drynes. I just keep caking on the vaseline. I hope that helps some. Have a good day!

This may sound silly, but have you used any alpha hydroxy moisturizers? That could be getting on your lips. Just a thought! Maybe try putting antibiotic cream on them a few nights.
